Regulations on the Principle of Distributing eSports Teams by Popularity

1. Introduction and Purpose

1.1. Definitions

Criteria means parameters used to assess a team (for instance, having a YouTube channel, participation in other disciplines, etc.).

Tier (level) means a category reflecting a team’s overall media influence and weight within the discipline based on the established criteria.

Points means assessment units awarded to a team for meeting a criterion. The total number of points determines the team’s tier.

Structural change means any significant change in a team’s structure or activities that may affect its scoring points (for instance, engaging influencers, launching new media channels, or adding competitive rosters).

Cutoff date means the calendar date as of which a team’s structural parameters are fixed. Changes occurring after this date — such as invitation of ambassador or launching a new media channel — will not affect the team’s score during the current period.

Freeze date means the deadline by which the teams should submit all required information related to the criteria.

Trademark means an officially registered mark of an organization or a team confirming their exclusive rights to its name, logo, or any other elements of the brand.

1.2. Background and Purpose

These regulations establish a points system as well as the team tiering system based on a set of quantitative criteria.

The purpose of these Regulations is to ensure a transparent and objective assessment of a team’s contribution to the development and popularity of the discipline.

These Regulations enter into force upon publication and remain valid through December 31, 2026, inclusive. After this period expires, these Regulations shall cease to be effective and shall be replaced by a new version.

To ensure transparency and consistency of assessment, two key terms are introduced: Cutoff date and Freeze date, as described in 1.1 Definitions.

Structural changes occurring after the Cutoff date shall not be taken into account when calculating a team’s points for the relevant assessment period.

Each Cutoff date and Freeze date are determined separately based on the reasons related to the team's tier allocation and shall be communicated to each team individually.

These rules prevent artificial tier increases and ensure equal participation conditions for all teams.

Organizations with a registered trademark are assigned a tier for 6 months. All other teams are assigned a tier for 3 months. After the relevant period expires, teams should undergo the assessment procedure again.

All disputes not covered by these Regulations, as well as any questions concerning the interpretation of their provisions, shall be reviewed and resolved by the Game Publisher. The Game Publisher shall have the final authority to interpret these Regulations.

These Regulations may be amended or supplemented by decision of the Game Publisher.

All amendments shall be published as a new version of these Regulations and take effect upon publication, unless otherwise specified.

2. Assessment Criteria and Point Allocation

The criteria described in this section must be met for at least two-thirds of the period for which the team is assigned a tier. For organizations with a registered trademark, this period must be at least four months. For all other teams, this period must be at least two months.

An exception applies to the first Cutoff date following the publication of these Regulations. The minimum period for meeting the criteria after the first Cutoff date shall be one month.

Points for criteria within the same category with different achievement thresholds are not cumulative. Only the highest applicable score is counted. For example, if a team achieves an average of 2,000 or more views per post on one social media platform and 500 views per post on two other platforms, only 2 points are awarded.

The maximum number of points that can be awarded for the criteria is 19. The Game Publisher may, at its discretion, award teams up to 3 additional points.

2.1. Participation Criteria

If a team participated in the group stage of a Major tournament held no earlier than two months before the relevant Cutoff date, the team is awarded 1 point.

If a team has actively participated in the discipline continuously for at least 12 months prior to the application date, the team is awarded 1 point.

Active participation includes:

  • participation in official online or offline tournaments

  • regular announcements of matches and/or their results

  • maintaining an active Standoff 2 roster.

A team’s presence in the discipline is counted from the date of its first participation in the group stage of an official Standoff 2 tournament. If a team remains inactive for more than one series of official tournaments, its accumulated participation period in the discipline is reset.

A team receives an additional point, if it has at least one active roster in another eSports discipline.

Active participation in other disciplines includes:

  • regular participation in official tournaments (at least twice during the last six months)

  • having a complete roster (consisting of at least 3 players, except for individual disciplines where a single player competes).

An official tournament is a competition organized or sanctioned by the official governing body of the discipline (such as a federation, league, Game Publisher, or rights holder) and internationally recognized. For the purposes of this criterion, the tournament’s official broadcasts must have an average online viewership of at least 1,000 viewers.

2.2. Social Media

To receive points for maintaining the team's social media channels (VK / Telegram / X, etc.), the following conditions must be met:

• The visual identity of the account (avatar, description, cover image) must match the team's style.

• The team's account must have at least 1,000 followers/subscribers.

• At least 10 posts per month related to the Standoff 2 discipline must be published.

• The average number of views per post over the previous month is used as the

primary reach indicator. In addition, at least 40% of published content must achieve views equal to or exceeding the average reach.

If a team has multiple accounts across social media platforms, only the account with the highest performance metrics is considered.

2.3. Video Platforms

2.3.1. YouTube

The team's YouTube channel must be fully dedicated to Standoff 2 and maintain the team's visual identity. The channel must publish at least two long-form videos per month (15 minutes or longer) dedicated to the team or its players. The combined views of such videos during the month must reach or exceed 10,000. Points are awarded based on the channel’s total monthly views, as shown in Table 3.

Additional points are awarded to a team if at least one full-length video achieves the view threshold specified in Table 4 for two or more consecutive months.

2.3.2. TikTok

The team's TikTok account must maintain the team's visual identity and be fully dedicated to Standoff 2. At least 10 videos related to the team must be published per month. The combined views of such videos must reach or exceed 15,000 per month. Points are awarded based on the account's average monthly views over the last 60 days, as shown in Table 5.

2.4. Ambassadors

An ambassador is a media influencer (most often a YouTube creator) that regularly creates content related to the team and the Standoff 2 discipline and promotes the team's media presence.

Requirements:

  • The ambassador’s YouTube channel must regularly publish content related to Standoff 2.

  • At least one full-length video per month must be dedicated to the team (match overviews, interviews, vlogs, analysis content, etc.).

  • Such videos must be published for at least three consecutive months.

  • The combined views of full-length videos dedicated to the team must reach at least 30,000 views per month.

  • The channel design must reflect the team’s identity or reference the team (through the description, links, cover image, or video titles).

3. Additional Points

The Game Publisher reserves the right to award a team up to 3 additional points at its discretion for contributions to the development of the Standoff 2 discipline or for popularizing eSports in general.

Additional points may be awarded for contributions that are not covered by the main criteria but have a positive impact on promoting the discipline.

Examples of such achievements include, but are not limited to:

  • Publishing video content dedicated to Standoff 2 that has gained a significant number of views or generated broad public discussion.

  • Maintaining additional major social media resources (group pages, Telegram channels, websites, blogs, etc.) that regularly cover the discipline but do not fall under the main criteria.

  • Regular eSports-themed streams conducted by the team’s players.

  • Other forms of promoting Standoff 2 eSports.

All additional points awarded shall be recorded in Table 7. The table shall include:

  • Description of the activity or achievement

  • Team name

  • Number of additional points awarded

  • Date of allocation.

If similar conditions are met again, other teams may also be eligible for additional points, provided that comparable parameters are satisfied.

The final decision on awarding additional points and recording them in the table shall be made by the Game Publisher and shall be final.

4. Team Tiers

After the points are calculated, the team is assigned to the corresponding tier according to the following table:

5. Restrictions and Good Faith Principles

Teams participating in the Tier allocation program must comply with the principles of transparency and fair competition.

If manipulation of metrics is detected (including artificial increases in the number of subscribers/followers, views, likes, comments, or other indicators), as well as any other forms of falsification of digital data or circumvention of ranking criteria, a team may lose eligibility for tier assignment and, consequently, participation in related support programs for up to 5 years.

Teams may lawfully increase their reach through permitted promotional activities, including:

  • Paid or organic advertising

  • Collaborations with bloggers, influencers, organizations, and media resources

  • Giveaways, challenges, and other marketing campaigns.

All disputes and potential violations shall be reviewed individually at the Game Publisher’s discretion.
